While continuing his spiritual and pastoral commitments, Bishop-Elect Samuels pursued further academic enrichment as a mature student in the Psychology Program at York University.

His pastoral ministry expanded across Canada, serving in Fort McMurray (2013–2015) and Grande Prairie (2015–2016) under the United Pentecostal Church International (UPCI). On April 1, 2017, he was appointed Interim Pastor of Bethel United Apostolic Church in Surrey, BC—recommended by Bishop O.G. In 2018, he was appointed Marriage Officer and Governing Official for Bethel United Apostolic Church to issue marriage licenses in British Columbia. His faithful service was further recognized when Presiding Bishop D.W. Thompson appointed him as Second Assistant in 2021 and later, in 2023, as Bishop Designate for the Western District Diocese of the BUC of Canada.

Bishop-Elect Samuels played a pivotal role in co-authoring and publishing the first Standard Manual and Guide, Constitution, and By-Laws for the BUC of Canada in 2023. Most recently, on May 4, 2024, he was instrumental in the registration and launch of Thompson’s Institute of Biblical Studies (TIBS) and currently serves as its Acting President.
